Advantages of FCC
A warm family environment, well-trained providers and flexible service hours are only the beginning of what FCC homes can offer families.  There are expanded programs available through FCC such as Subsidy where families pay the same rates as those charged by the child development and youth centers.  There is Extended Duty Care for unexpected or temporary extra work hours and Home Community Care is available to support UTA primary weekend duty. There is also Returning Home Care, PCS Care and Volunteer Care.  Air Force Service or Air Force Aid funds all the Expanded Programs.

Location and Office Hours
The office is located in the old Youth Programs building number 8205. This facility is in between the Lackland Child Development Center and Lackland Elementary School at the intersection of Kenly Ave and Puckett. Also located in this office is the USDA Food Program sponsorship and monitoring office and the Resource and Referral Office that manages the waiting list for all base child development programs.

Location of Homes
FCC homes are located on Main Lackland, Medina Training Annex, Kelly Field and off base locations.  The 37th Mission Support Group Commander licenses these homes.  The off base affiliate homes must be must live within 10 miles of the FCC Office and must be registered with Department of Human Services prior to attending FCC training or being affiliated through Lackland Air Force Base. 

Training and Licensing
Each provider must have a family interview in their home and attend orientation training, First Aid and CPR classes.  Background checks are accomplished on every person in the home 12 years of age and older.  In the first two years every provider must successfully complete the FCC modules developed for home care.   Once the modules are complete each provider must complete 24 clock hours of training each year. The FCC panel, consisting of The Family Member Programs Flight Chief, The Chief of Services and the 37th Mission Support Group Deputy, will grant a Standard License or Affiliate Certificate for 12 months.  The panel also determines how many children each provider will be authorized for care.  At the end of this two-year period the provider must advance to the next level of license which is Developmental.  In order to achieve this level the provider will be expected to prepare for and become nationally accredited by the National Association of Family Child Care.

Unlicensed Care
Only licensed providers may provide care in government quarters.  It is illegal for anyone in government quarters to provide more than 10 hours of care in a week or any amount of care on a regular or recurring basis.  Failure to comply could result in loss of base housing privileges or possible personal liability suits. 

Families should be aware that the United States Air Force is not liable for problems occurring in unlicensed care.

Child Care Requirements
Air Force Instruction 34-276 prohibits the use of privitized or base quarters for child care unless licensed by the 37 Mission Support Group Commander.  Residents providing care on a regular basis for more than 10 hours a week must be licensed.  Additionally, unlicensed providers are not permitted to advertise in base publications or post advertisements on base bulletin boards.  Licensed homes can be identified by the FCC logo displayed on thier door or window.  For more information contact the FCC office at 671-3791 or 671-3376.
